Implementation of PURA (Provision of Urban Amenities in Rural Areas) Scheme in PPP Framework at Miraj Block of Sangli District, Maharashtra 

The PURA Scheme

The objectives of the PURA Scheme are provision of livelihood opportunities and urban amenities in rural areas to bridge the rural - urban divide. The Scheme envisages holistic and accelerated development of areas around a potential growth centre in a Gram Panchayat (or group of Gram Panchayats) in a Public Private Partnership (PPP) framework. Ministry of Rural Development (with support from Department of Economic Affairs and technical assistance of Asian Development Bank) intends to implement the PURA Scheme on a pilot basis under a PPP framework. The Ministry of Rural Development (MoRD) in consultation with State Government of Maharashtra has identified the Gram Panchyats of Dudhgaon, Kasabedigraj, Kavathepiran, Samdoli and Tung (specified cluster) in Miraj Block of Sangli District in the state of Maharashtra for the implementation of PURA scheme on Pilot basis.  

Bidding Process

Ministry of Rural Development (MoRD) invites Expressions of Interest (EoIs) in sealed envelope from private sector entities having experience in development/construction and management of community-oriented infrastructure projects, either as a single entity or as a consortium who meet following qualification criteria:

i. A minimum net worth of Rs. 25 crore,

ii. Experience of developing infrastructure projects having cumulative value of at least Rs. 50 crore.

The qualification of a private sector player under any of the earlier EOIs for PURA projects shall not be applicable for this EOI and all private sector players interested in the project shall have to re-apply under this EOI to qualify for this project.


Guidelines of the PURA Scheme may be downloaded from www.rural.nic.in The Request for Proposal (RfP) document shall be issued to the short-listed applicants.  



The scope of the Scheme would be to develop livelihood opportunities, urban amenities and infrastructure facilities to prescribe service levels and to be responsible for maintenance of the same for a period of ten years. The selected private partner would be required to provide amenities like water supply and sewerage, roads, drainage, solid waste management, street lighting, development of economic activity and skill development in specified cluster as part of the PURA Project. The selected private partner may also provide 'add-on' revenue-earning facilities such as village linked tourism, integrated rural hub, rural market, agri-common services centre and warehousing, any other rural-economy based project, etc in addition to the abovementioned amenities.  

Financing Model

The leveraging of public funds with private capital and management expertise for creation and maintenance of rural infrastructure is the essence of the PURA Scheme. The Scheme envisages convergence of funding from various ongoing schemes of Central Government, private financing and capital grant, wherever required.

Final results of EOI evaluation process for PURA 2.0

Redesigned PURA 2.0 of MoRD, GOI had received very encouraging response from private sector participants. CRISIL Risk and Infrastructure Solutions Limited (CRIS) has been appointed as transaction advisor to support PURA program by ADB since the inception of the program. Final evaluation of EOIshas now been completed by CRIS and is being released by MoRD in the form of a detailed report (Please see enclosed attachment).
Brief Summary :
101 EOIs were received from the private sector players. Out of these, 99 bids were received before the submission deadline. Applications received after the submission deadline and Applications from International applicants were not considered for evaluation.There were four applications from international firms. Thus a total of 95 (101 minus 2 minus 4) EOI applications were considered for evaluation of their technical and financial capability. These 95 EOI applications have been classified into two categories based on the evaluation procedure:
1. Qualified EOIs: EOIs that are responsive and meet the technical and financial criteria
2. Disqualified EOIs: EOIs whose technical or financial capability does not meet the minimum qualification criteria or are international firms

As highlighted in the above table, of the 95 applications evaluated, 47 EOI applications were found to completely meet the qualification criteria along with all the information in the designated formats.
